The rules of parking can be an intimidating and costly problem for drivers. In an effort to help you avoid a fine, here are two simple guidelines that can help reduce your risk of being ticketed:

  • Identify, read, and understand the posted parking signs. Parking where signs say you can’t is a sure way to find a ticket on your windshield. If you can’t figure out if it is legal to park, it’s probably best to find a different space.
  • Know the places where you are prohibited from parking by state law or town ordinance that are typically unsigned. Town ordinance requires only one parking restriction sign per block, although some blocks may have more than one type of restriction. Before you park, check the entire block for signs. Below is an explanation of some of the common unsigned zones where parking is prohibited in the Town of Normal.

Parking Banned in Uptown Circle

Drivers are prohibited from parking or stopping in Uptown Circle for any reason including pick up and drop off of Amtrak or bus passengers from Uptown Station. Parking spaces to accommodate passenger pick up and drop off have been reserved in the parking deck attached to Uptown Station. The spaces are marked with a 20 minute time limit for short-term parking. The Uptown Station parking deck is accessed from Beaufort Street and parking is always free for the first hour. Drivers utilizing the designated short-term parking spaces will be required to take a ticket as they enter the deck. As long as the vehicle exits the deck in less than one hour, the same ticket may be deposited at the exit gate egress. Uptown Circle and the reserved spaces in the parking deck will be monitored and tickets will be issued.

Taxi passengers will load and unload in the transportation bay adjacent to the bus waiting area on the ground floor.

Drivers may choose to utilize the concrete parking lots or street parking on the east side and west side of Constitution Boulevard or other designated parking spots in Uptown Normal for passenger pick up and drop off; however, the Uptown Station parking deck provides easy, front door access to the station.

Long term Amtrak parking for passengers is $8 for each 24-hour period. Parking in the Uptown Station deck is free from 6:00 pm to midnight each evening and all-day Sunday.
