Brian Day has served as Corporation Counsel for the Town of Normal since 2014. In this role, Day is the chief legal officer of the Town and is responsible for supervising the activities of the Legal Department.
Prior to joining the Town of Normal, Day was the lead staff attorney for the Illinois Municipal League from 2008 to 2014. This statewide association represents Illinois municipal governments, and in this role, Day advised municipal attorneys across the state on matters of municipal law. He was also a registered lobbyist, representing local-government interests in the Illinois General Assembly.
From 2001 to 2008, Day was a staff attorney for the Illinois Legislative Reference Bureau, an Illinois General Assembly agency responsible for drafting legislation that goes before the state legislature. In this role, Day drafted tax and local-government legislation.
Originally from the Pacific Northwest, Day is a graduate of Washington State University, Pullman. Day earned a Juris Doctorate degree from the John Marshall Law School, Chicago. Prior to college, Day served in the U.S. Air Force and is a veteran of Operation Desert Storm.
Day is a frequent speaker and author on matters of local-government law. He currently serves as the Illinois State Chair of the International Municipal Lawyers Association and on the Board of Directors of the Illinois Local Government Lawyers Association where he serves as Treasurer. He is also active in the Illinois Municipal League Home Rule Attorneys Committee and the McLean County Bar Association.
