Ryan Otto- Engineering & Public Works
Ryan Otto has served as the director of Engineering & Public Works since 2021. Otto joined the Town of Normal in 2018 as the Town Engineer and director of Engineering.
Staff in Engineering coordinate all engineering functions related to capital projects. This includes planning, budgeting, design and construction, bridge inspection, asset management, public improvement inspection, plan review, development review, right-of-way permitting and traffic control management.
Public Works is responsible for maintaining the Town’s fleet, streets and stormwater and sanitary sewers, as well as waste and recycling removal. This area also serves as a liaison to intergovernmental agencies, including the Ecology Action Center, McLean County Solid Waste Technical Committee and the McLean County Transportation Technical Committee.
Prior to joining the Town of Normal, Otto served as the assistant city engineer for the City of Bloomington from 2015 to 2018. In this role, he was responsible for planning, budgeting, staffing and execution of capital improvement programs for public infrastructure projects, including streets, sewers, storm water, engineering, water, traffic signal and motor fuel tax capital programs. From 2005 to 2015, he worked as a civil engineer for the City of Bloomington.
Otto earned a bachelor's degree in agricultural engineering from the University of Illinois, Urbana-Champaign. He is a licensed professional engineer in Illinois and holds certifications in Occupational Safety & Health, Illinois Department of Transportation Highway Program Finance & Construction and Motor Fuel Tax Accounting and Auditing.
Otto is a member and past membership chair for the Illinois Society of Professional Engineers, Bloomington Chapter and is a member of the American Public Works Association and the North American Society for Trenchless Technology.
Locally, he volunteers as a ministry volunteer for New Castle Bible Church and an advisor to youth math and science competition teams.
