Cathy A. Oloffson- Communications & Community Relations

Cathy A. Oloffson has served as director of Communications and Community Relations for the Town of Normal since 2020. In this role, she leads the team responsible for the Town’s public relations, marketing, social media, internal and external communications, branding and overall communications strategy and implementation.

Prior to joining the Town of Normal, Oloffson served as the vice president of development for Easterseals Central Illinois. Before that, for more than 20 years, Oloffson worked at COUNTRY Financial in a variety of internal and corporate communications, public relations, executive communications, media relations and project management roles. Prior to joining COUNTRY, Oloffson worked as a market research analyst at The Pantagraph. 

Oloffson holds a bachelor’s degree in mass communications and a master’s degree in organizational communication, both from Illinois State University, Normal. She is a 1999 graduate of Leadership McLean County and in 2007 was recognized as one of “20 Under 40” by The Pantagraph and the McLean County Chamber of Commerce. In 2010, she was honored by the Bloomington-Normal Association for Women in Communications with the Emily Valluri Professional Development Award. 

A McLean County native who believes in giving back, Oloffson is a member of both the Bloomington-Normal Sunrise Rotary and Bloomington Kiwanis service organizations. Currently, Oloffson serves as chair of the International Foundation Committee for Bloomington-Normal Sunrise Rotary and as co-chair for the Annual Flower Sale for Bloomington Kiwanis. Throughout her career, Oloffson has volunteered for numerous community and non-profit and organizations, including the Town of Normal Planning Commission and other town committees.
