Responsibilities


The Finance Department is responsible for handling the accounting, collection, purchasing, investment and disbursement of all Town funds, as well as all other financial matters pertaining to the operation of the Town. The Finance Department also handles the receipt of all water bills. The finance director serves as the Town’s Budget Officer, Treasurer and Police and Fire Pension Treasurer.


The Town of Normal annually earns the Government Finance Officer Association (GFOA) award for distinguished budget presentation as well as the GFOA certificate of achievement for excellence in financial reporting.
